There are many local, regional, state, and federal agencies that have land use planning, permitting, or
development review authority in Ventura County. It is critical that there is clear direction on which agency is
responsible at each step of the process and that there is coordination among agencies to ensure regulatory
compliance, increase efficiency for development projects, and eliminate redundancies among agencies. A

located in sections 3.9, “Other Agency Plans,” of the Background Report.
